CMS Issues Updated Section 111 User Guide With Go Paperless Option for Recovery Correspondence

On January 10, 2022, CMS released Version 6.7 of the NGHP Section 111 User Guide. The new User Guide provides an option for RREs and their designated recovery agents to elect to receive recovery correspondence electronically if there is an active Medicare Secondary Payer Recovery Portal (MSPRP) account for the insurer/recovery agent TIN.


In order to allow RREs to elect this option, CMS has added the fields below for TIN Reference Files. CMS also added five new fields (Fields 48-52) that will be returned for these entries on TIN Reference Response Files.


• TIN/Office Code Paperless Indicator (Field 23)

• Recovery Agent Paperless Indicator (Field 24)

• Recovery Agent TIN (Field 25)


On January 10, 2022, CMS also issued a new MSPRP User Guide (Version 5.3) discussing the Go Paperless option. By default, the MSPRP Account Manager and all designees will receive email correspondence when recovery correspondence is issued for RREs that have selected the Go Paperless option. MSPRP Account Managers can change the email distribution list by accessing the MSPRP and using the new Update Paperless E-mail Distribution link on the Welcome page. MSPRP Account Managers and designees may also view letter notification emails and letters sent to the account within the last 30 business days.


The Go Paperless option should help RREs and recovery agents ensure that recovery correspondence is received and addressed. Failure to respond to recovery correspondence can result in missed appeal deadlines, referrals to the Department of Treasury, and Treasury offsets.
